A7: Local Immigration Partnerships – Moving from Planning to Action
Workshop will mix large group and small group discussions with presentations on the process of moving from strategy setting to action planning and to implementation. A model of action planning will be shared including an action plan template and the plan of a particular LIP. Implementation tools will be shared including an interactive website. Challenges and new roles for Councils in implementation phase will be shared, including membership renewal, newcomer representation, action plan monitoring, and a strategic feedback cycle. As LIP councils move to long-term implementation, new roles are required for councils, newcomers, agencies and CIC. The four facilitators making presentations and leading group and small group discussions are active in the West Downtown Toronto Local Immigration Partnership. Session agenda will include:
- Group activity where participants will identify progress and challenges in LIP action planning
- Presentation on the background of Local Immigration Partnership
- Model for Action Plan development
- Moving to implementation and new roles
- Implementation tools
- Interactive website demonstration
- New roles for Councils in implementation – small table discussion
- Review of common challenges in action planning – group activity
Bill Sinclair is a social worker and Associate Executive Director of St. Stephen’s Community House. He has been active in settlement planning for several years and is Chair of the West Downtown Toronto LIP.
Susanne Burkhardt is Director of Development and Community Engagement for Scadding Court Community Centre. She is active in research and community planning.
Francis Solari is Manager of Programs and Services for JobStart which is active in the West Downtown Toronto LIP and is also the lead agency for a LIP in Etobicoke.
Jacqueline Lawrence is a principal in WiseSolution Consulting and project facilitator for the West Downtown Toronto LIP.
C7: Facilitating Effective Relationships between Government and NGO’s
The purpose of the session is to explore LIPS as a strategic vehicle to foster effective relationships between government and the NGO sector. This session will examine the implementation of LIPS in communities across the Province, focusing on the development of effective relationships between government and the NGO sector. Through a review of the learnings from LIPs and a discussion of strategies, this session will provide participants with a deeper understanding of the LIPs process to date, and provide tools and resources to ensure that successful outcomes can be replicated across the province.

Tracey Vaughan is the Executive Director of the Community Development of Durham, and convening partner of the Durham Local Diversity and Immigration Partnership Council. Tracey views her work through the lens of inclusion, with a focus on integrating all residents into the social, political and economic spheres of the community. As a convening partner and as a steering committee member Tracey has worked closely with local government, and the community, in the development of the Durham Local Diversity and Immigration Partnership Council.
Audrey Andrews has a long history in municipal government and joins us today from the Regional Municipality of Durham. Part of Audrey’s background includes certification in leading organizational transition, which she tells us has been invaluable as contributes to the development of the LIP in the Durham Community.
Sonali Chakraborti is Project Manager of the Toronto Newcomer Initiative (TNI) at the City of Toronto. TNI is a time-limited project funded by Citizenship and Immigration Canada that has two primary goals: to explore ways to enhance the City’s service systems as well as to enhance the broader service system through research and coordination. One aspect of the TNI involves the leadership of the City of Toronto Local Immigration Partnership (LIP); a partnership table that includes participation of the 17 local LIP Councils, institutions related to employment and education and representation from all 3 levels of government. Prior to this role, Sonali was the project lead for the Don Valley LIP, one of the Local Immigration Partnerships in Toronto.
