Ontario’s immigrant and refugee-serving sector is facing a shrinking funding envelope, narrow program eligibility criteria and increasing complexity of community needs. These challenges are forcing agencies to look at alternative funding models for service delivery and new directions to resource their work. Is this push to social innovation allowing government to abdicate its responsibilities, particularly those that emerged as a result of years of downloading services? How will it affect the sector’s essential role as advocates and agents for social change? This plenary promises a stimulating discourse on social innovation at its best.
